On December 10, 2025, Yinchuan unveiled its proposals for the '15th Five-Year Plan', advocating for the clustered growth of the 'Four New' industries. On one front, the plan prioritizes refining the industrial cluster of new materials. This involves accelerating the upgrade of the crystalline silicon industry, extending the industrial chain of pivotal strategic materials, and nurturing cutting-edge materials such as niobium (tantalum) lithium crystals. Additionally, it calls for the establishment of production bases for intelligent terminals and semiconductor materials, with the ambition of transforming Yinchuan into China's new hub for silicon. On the other hand, the plan sets its sights on expanding and enhancing the new energy industrial cluster. It aims to drive the large-scale development of new energy, bolster sectors like energy storage batteries, cultivate industrial chains such as green hydrogen production, and set up bases for manufacturing new-type batteries and for energy transition demonstrations.
