In November 2025, China issued guidelines requiring newly built state-funded data centers to use domestic AI chips. If the completion progress of a data center is below 30%, the installed foreign chips must be removed or the procurement plan canceled; for those with progress above 30%, decisions will be made on a case-by-case basis. This could be the strongest move yet to eliminate foreign technology in the field of critical infrastructure.
