This legislation mandates U.S. AI chip producers to prioritize meeting domestic demand before exporting high-performance AI chips overseas. It explicitly bars the export of the most cutting-edge AI GPUs. The act lays out specific criteria for defining 'advanced integrated circuits' or high-end AI chips, encompassing Total Processing Performance (TPP) ratings, Performance Density (PD) benchmarks, and bandwidth stipulations. Should this act be enacted, it would pose a significant challenge to the international earnings of U.S. AI chip firms, preventing companies such as NVIDIA and AMD from marketing their top-tier AI chips on the global stage.
