The United States has unveiled a novel strategy known as the 'ATOM Initiative', designed to counter the swift ascension of China in the realm of open-source artificial intelligence. Chinese open-source AI models, notably Alibaba's 'Tongyi Qianwen' series, have emerged as the preferred option for developers worldwide, thanks to their robust performance and open accessibility. Among the 15 most potent AI large models globally, five are Chinese creations, all of which are open-source. Conversely, the U.S. failed to unveil comparable achievements in July. The ATOM Initiative will establish a non-profit AI laboratory dedicated to developing genuinely open AI models, equipped with over 10,000 cutting-edge GPU chips, and has already secured support from various industry leaders. Analysts caution that should the initiative not be executed effectively, the U.S. risks losing its pivotal influence on the development of global AI technology, with implications for its strategic technological position.
