This mechanism entails the establishment of communication channels specifically designed to address AI-related emergencies. Prior to this, China had already taken the initiative to establish an international cooperation organization dedicated to AI and has consistently championed multilateral cooperation within the AI sector. China advocates for a holistic strategy that encompasses the formulation of ethical guidelines, the establishment of pertinent processes, and the assurance that AI remains firmly under human control.

In stark contrast, the U.S. stance appears more constrained, with a particular emphasis on AI safety and the implementation of specific early warning mechanisms. In response to the foreign media's inquiry regarding whether China has recalibrated its position on international AI governance, Ministry of Foreign Affairs spokesperson Guo Jiakun emphasized that China has unwaveringly participated in global AI governance with a constructive and responsible demeanor, and continues to offer Chinese insights and solutions. China advocates for leveraging the United Nations as the primary conduit for constructing a fair and equitable global governance framework. Simultaneously, China is also open to sustaining dialogue with the U.S. through various channels, including the intergovernmental AI dialogue.
