On July 21, 2026, multiple departments in Beijing collaboratively devised and released the "Several Measures to Foster Agent-Driven Development in Beijing," outlining a series of strategies to propel the innovative advancement of agent technology. These strategies encompass backing the execution of orchestration layer initiatives to bolster the shared foundation of agents; expediting research on universal agent technology that transcends different models and chips, refining the middleware software stack, and facilitating its alignment and optimization with self-developed large models; establishing self-reliant and manageable interconnection protocols, development frameworks, and fundamental toolchains, while advocating for the open-sourcing of pivotal components; and addressing research on secure and manageable technology stacks for agents to fortify security safeguards throughout the entire task execution lifecycle.
