To implement the national and provincial strategic plans for promoting AI-empowered new-type industrialization, the Zhuhai Municipal Bureau of Industry and Information Technology has formulated the 'Action Plan for AI-Empowered High-Quality Development of the Manufacturing Industry in Zhuhai (2026–2028)'. The plan aims to fully leverage the 'multiplier' effect of AI technologies through the implementation of a dedicated 'AI + Manufacturing' initiative, fostering bidirectional empowerment between AI innovation and manufacturing applications. This will facilitate the digital and intelligent transformation of the manufacturing sector and lead the development of new quality productive forces. By 2028, Zhuhai plans to achieve full digital and intelligent transformation coverage among industrial enterprises above a designated size, accelerating the pace of equipment renewal, process upgrading, digital empowerment, and management innovation in enterprises, and enhancing the digital and intelligent capabilities of key industrial chains and supply chains. Additionally, the city aims to attract and cultivate a group of competitive integrated service providers and specialized service providers, establish over 10 leading and outstanding smart factories, promote the in-depth application of more than 20 industrial intelligent agents in the manufacturing sector, identify over 30 replicable, easily scalable, and high-value 'AI + Advanced Manufacturing' application scenarios, and nurture over 50 blockbuster smart terminal products, driving the scale of the smart terminal industry to surpass the RMB 100 billion mark. To achieve these goals, the 'Action Plan' outlines eight key initiatives, including the cultivation of industrial intelligent agents, enhancement of digital and intelligent empowerment, construction of smart factories, promotion of application scenarios, digital and intelligent transformation partnerships, improvement of innovation elements, advancement of the smart industry, and support for the ecosystem, encompassing a total of 19 core measures.
