The recent clash between the U.S. government and Anthropic has heightened longstanding concerns in the artificial intelligence industry: the White House is focusing on the high dependence of U.S. AI companies on foreign technical talent. Currently, the Trump administration is only targeting Anthropic with regulatory measures. In a letter on Friday, U.S. Secretary of Commerce Howard Lutnick warned that if Anthropic grants access to its latest large-scale model to "foreign personnel" (including the company's foreign employees), it must first apply for an export license. This move has already caused deep concern among its biggest competitor, OpenAI.
