On May 27, the Shanghai Municipal People’s Government unveiled a set of implementation guidelines aimed at fostering the growth and enhancing the quality of the service sector. These guidelines advocate for the coordinated progression of digital and intelligent innovation initiatives within the service industry, leveraging city-wide strategies such as “Modeling Shanghai,” “Artificial Intelligence Plus,” and “Data Elements Multiplication.” Shanghai is set to intensify the development of a national blockchain network nexus, amplify shared service capacities, expedite the broadening and refinement of digital scenarios in aviation and commerce, and champion the establishment of reliable data environments in pivotal domains like finance, shipping, and trade. Concurrently, it promotes the creation of superior datasets and specialized corpora in intellectually demanding areas such as technology services and professional consultancy, along with the cultivation of industry-tailored intelligent agents. Moreover, Shanghai will harness the city-level computing resource allocation platform to fortify computing power backing for digital and smart projects in the service sector, refining support mechanisms including computing power vouchers and model vouchers.
