In parallel, the guidelines outline a vision to expand high-value-added service segments, including human resource management consulting. This expansion encompasses the development of innovative products like recruitment-oriented large-scale AI models and intelligent interview systems. Furthermore, the guidelines encourage consulting firms to diversify into emerging fields such as health and ESG (Environmental, Social, and Governance) consulting, fostering the creation of novel service models.

Additionally, the guidelines support accounting and auditing firms in broadening their service offerings beyond traditional attestation services. They advocate for the establishment of a structured "docking" mechanism, facilitating the global expansion of local enterprises and institutions by fostering international connections and collaborations.
