The blueprint outlined in Shenzhen's 15th Five-Year Plan for National Economic and Social Development envisions a coordinated approach to the research, development, and production of intelligent computing chips, the establishment of computing power infrastructure, and the refinement of model algorithms, all aimed at laying a solid foundation for artificial intelligence technology. Shenzhen is set to bolster the growth of its computing power chip sector, driving the enhancement, iterative improvement, and application-specific adaptations of chips like Ascend, while fostering a thriving domestic computing power ecosystem. Concurrently, the city will construct a multi-layered intelligent computing power framework to guarantee a consistent and reliable supply of computing resources. Furthermore, Shenzhen will intensify its efforts in foundational theoretical research and model architecture innovation, with the goal of cultivating globally leading domestic general-purpose large-scale models and industry-specific application models.
