On May 25, 2026, the Hangzhou Science and Technology Bureau officially opened the floor for public opinions on a series of strategic blueprints, policy initiatives, and community development frameworks. These are designed to forge a pioneering national epicenter for 'AI+OPC' (Open-source Programming Communities) innovation and entrepreneurship. The proposed strategy envisions empowering OPC communities to ramp up their investments in AI infrastructure, fostering collaborations with industry-leading companies and research institutions to construct agile AI tool platforms. This initiative aims to furnish OPCs with affordable computing resources, AI models, and a suite of other essential services.

Simultaneously, the plan underscores the judicious application of AI service vouchers—encompassing computing power vouchers, intelligence vouchers, model vouchers, and token vouchers—by judiciously augmenting the funding allocation. This move is intended to alleviate the financial burden associated with procuring critical resources during the nascent stages of OPC entrepreneurship. Furthermore, the plan contemplates the introduction of 'AI Product Experience Vouchers' to facilitate Hangzhou's university students in exploring AI products unveiled by OPC's virtual open communities.

The overarching objective is to identify and celebrate 30 exceptional intelligent agent applications, distinguished by their cutting-edge performance and successful deployment, by the year 2028.
