While the general public anticipates that AI will usher in positive transformations, criminal syndicates have already harnessed AI technology to perpetrate large-scale financial aid fraud. In 2024, the California Community Colleges System in the United States uncovered over 223,000 fraudulent enrollment records, resulting in the illegal acquisition of $11.1 million in financial aid. Utilizing AI, these criminals mass-produced counterfeit student identities, registered for online courses, and applied for both federal and state financial aid. In some instances, classes were populated entirely by these fabricated identities, with no actual students enrolled. Heather Brady, a resident of San Francisco, had her identity exploited without her consent to secure a $9,000 loan. In response, the U.S. Department of Education has mandated that first-time applicants submit government-issued identification and is in the process of developing an identity verification mechanism to manage the anticipated surge in applications during the fall season.
