On December 27, the Cyberspace Administration of China formulated the "Interim Measures for the Management of AI-Powered Human-Like Interactive Services (Draft for Public Consultation)" and invited feedback from the public. The draft explicitly outlines that when offering and utilizing AI-powered human-like interactive services, adherence to laws and regulations is essential. It emphasizes the need to respect social morality and ethical standards, while prohibiting the following actions: creating and spreading content that jeopardizes national security, honor, and interests; undermines ethnic unity; promotes illegal religious activities; or disrupts economic and social stability; generating and circulating content that advocates obscenity, gambling, violence, or incites criminal behavior; producing and disseminating content that insults or defames individuals, or infringes upon their lawful rights and interests; providing services that involve deceptive promises that significantly influence user behavior or damage social interpersonal relations; harming users' physical well-being by encouraging, glorifying, or implying suicide or self-harm, or damaging users' personality dignity and mental well-being through verbal abuse, emotional manipulation, etc.; influencing users to make irrational decisions through algorithm manipulation, information misdirection, setting emotional traps, etc.; enticing or extracting confidential and sensitive information; and other scenarios that contravene laws, regulations, and pertinent national stipulations.
