China's Cyberspace Administration has officially opened up for public input on the "Interim Measures for the Management of AI Personified Interactive Services (Consultation Draft)." The draft stipulates that service providers should be equipped with the capability to discern a user's state, evaluate their emotional state and dependency levels, and take action in instances of extreme emotions or addiction. Providers should also have pre-set response templates ready to quickly deliver calming content and offer support options for those showing high-risk behaviors. Moreover, an emergency response framework should be in place, ensuring manual intervention can occur and guardians are notified in severe user scenarios. For young and elderly users, guardian or emergency contact details must be provided during the registration process.
