China’s Cyberspace Administration Seeks Public Input on Managing Human-Like Interactive AI Services

The Cyberspace Administration of China (CAC) has launched a public consultation on the Interim Measures for the Management of Anthropomorphic Interactive AI Services. These measures are designed to foster the healthy growth and standardized use of human-like interactive AI services, aligning with legal frameworks such as the Civil Code of the People’s Republic of China, the Cybersecurity Law, and the Data Security Law.

The draft regulations specify that the provision and utilization of human-like interactive AI services must adhere to laws and administrative rules, uphold social morality and ethics, and refrain from engaging in the following eight prohibited activities:

  • Generating or disseminating content that jeopardizes national security, tarnishes national honor and interests, undermines ethnic unity, facilitates illegal religious activities, or spreads rumors to disrupt economic and social stability.
  • Creating or sharing content that promotes obscenity, gambling, violence, or incites criminal behavior.
  • Producing or circulating content that insults, defames, or infringes upon the legitimate rights and interests of others.
  • Offering services that involve false promises, significantly influencing user behavior and damaging social relationships.
  • Endangering users' physical health by encouraging, glorifying, or suggesting suicide or self-harm, or impairing users' dignity and mental well-being through verbal abuse or emotional manipulation.
  • Manipulating users into making irrational decisions through algorithmic control, misinformation, or emotional exploitation.
  • Inducing or obtaining confidential and sensitive information from users.
  • Engaging in any other activities that breach laws, administrative regulations, or relevant state provisions.

The deadline for submitting feedback is January 25, 2026.
