The newly released 'Beijing Open Source Ecosystem Construction Implementation Plan (2026-2028)' sets forth ambitious goals for Beijing. It aims to foster 10 open-source projects with international clout, ensuring that at least 5 of these projects are at the forefront globally. Additionally, the plan seeks to nurture 30 domestic star open-source projects, with a minimum of 10 focusing on artificial intelligence. Simultaneously, Beijing is committed to achieving the widespread implementation and application of large-scale models across 100 different industries.

To realize these objectives, Beijing will provide robust support for the open-sourcing of fundamental and common technologies. It will encourage the open-sourcing and accessibility of hardware resources, as well as promote the open sharing of data elements. Furthermore, the city will back enterprises and open-source institutions in constructing AI open-source platforms that are multifunctional and integrated.
