The General Office of the Shanghai Municipal People's Government has rolled out the Implementation Plan for Bolstering Open-Source System Development in Shanghai. This plan puts forward the acceleration of the creation of an autonomous open-source system, harnessing the full potential of open-source development, and transforming Shanghai into a national and globally competitive epicenter for open-source innovation and advancement. By 2027, Shanghai aspires to have initially constructed a holistic open-source system, complete with robust technical support, a mature service framework, a rational talent composition, and a flourishing open-source sector. The objectives include the establishment of 1 - 2 open-source communities with international clout, the nurturing of 100 open-source commercialization firms, the incubation of over 200 high-caliber open-source projects, and the assembly of a community of more than 3 million open-source developers. By 2030, the significance of open-source in propelling industrial innovation and bolstering the resilience of industrial and supply chains is expected to be even more pronounced. The plan also highlights the creation of dedicated funds for the birthplace of the Yangtze River Delta G60 Science and Innovation Corridor. Alongside this, management regulations for these dedicated funds will be formulated to standardize fund management, enhance performance evaluation, and elevate utilization efficiency.
