On November 27, 2025, at the 2025 Beijing International Audiovisual Conference, the Beijing Municipal Radio and Television Bureau, in concert with several other departments, unveiled a strategic plan. This plan is geared towards expediting innovations in algorithm models. It advocates for the proactive cultivation of vertical large models, encouraging synergistic efforts among universities, research institutes, and businesses. The focus is also on intensifying research into fundamental theories and ubiquitous technologies. Moreover, it aims to steer the integration of general-purpose platforms—encompassing versatile algorithms, underlying technologies, and open-source frameworks—into the audiovisual sector. By doing so, it seeks to bolster algorithmic refinement and technological upgrading capabilities tailored to diverse media production scenarios. Additionally, the plan envisions the joint establishment of a nationally preeminent large model fine-tuning center, with the overarching goal of substantially enhancing the global competitiveness of core algorithms for audiovisual content generation and media process optimization.
