The Ministry of Science and Technology (MOST) has unveiled the "Ethical Guidelines for the Development of Driving Automation Technology," delineating the ethical standards and identifying the accountable parties for diverse levels of autonomous driving technology. Specifically, for Level 2 and lower driving automation, the driver bears the responsibility. For Levels 3 and 4, the responsible entity may vary depending on the operational context, either being the user or the autonomous driving system. In the case of Level 5 autonomous driving, where user intervention is absent, the autonomous driving system assumes full responsibility and must be held accountable under the law.
