On July 16, Chongqing Municipality released a draft plan, open for public consultation, titled the "Yu Chain Smart Engine" Action Plan for the Intelligent Connected New Energy Vehicle Industry Chain (2025-2027). This plan aims to drive the comprehensive integration of vehicle-road-cloud systems. Central to the plan is the development of the "Chongqing Integrated Vehicle-Road-Cloud Application Pilot Work Plan for Intelligent Connected Vehicles," which envisions the establishment of a comprehensive roadside infrastructure network across the region. This network will be characterized by technological diversity, adherence to unified standards, and the provision of dependable services.
Furthermore, the plan outlines the creation of a cloud-based infrastructure platform that is multi-layered, decoupled, cross-domain, and fully shared. It aims to facilitate various application scenarios, including smart buses, trunk logistics, and automatic parking, incorporating functions such as collaborative early warning, collaborative assisted driving, and collaborative autonomous driving. To support the implementation of this ambitious plan, Chongqing will actively pursue funding from the Ministry of Transport's "Digital Transformation and Upgrading of Highway and Waterway Transportation Infrastructure" project and national key research and development initiatives.
By 2027, Chongqing anticipates having established a total of 600 perception intersections, covering 2,500 kilometers of urban roads and highways. Additionally, through OTA (Over-The-Air) upgrades, over 20,000 vehicles in operation will be equipped with collaborative early warning functionalities, marking a significant step forward in the realm of intelligent connected vehicles.
