Under this policy, ride-sharing platforms are required to withdraw all commercial vehicles by the specified date. The policy delineates a clear distinction between ride-sharing and online car-hailing, specifying that only non-commercial private cars can participate in ride-sharing services, with a daily limit of four orders. Additionally, the policy tightens the platform's review responsibilities, stipulating that ride-sharing fares must solely cover direct costs and prohibiting any additional fees. This measure is intended to regulate the market order and prevent commercial vehicles from operating under the guise of ride-sharing, thereby avoiding market disruption.
