The Central Committee of the Communist Party of China (CPC) and the State Council have recently promulgated the "Opinions on Implementing the Strategy to Upgrade Free Trade Pilot Zones," with the objective of fostering a high-standard ecosystem for scientific and technological innovation. This initiative aims to facilitate the deep integration of the innovation chain with the industrial chain, as well as to bolster international exchanges and cooperation in science and technology. The opinions highlight the importance of building a modern industrial system, upgrading the industrial chain, advancing the construction of advanced industrial clusters, and fostering integrated innovation across the entire industrial spectrum. Furthermore, free trade pilot zones will be supported in participating in the development of national industrial clusters and will collaborate with national independent innovation demonstration zones. Notably, qualified free trade pilot zones will be encouraged to intensify road tests and demonstration applications of intelligent and connected vehicles, and to undertake the establishment of civilian unmanned aerial vehicle test bases.
