On March 26, Zhang Yuxian, Director of the Economic Forecasting Department at the State Information Center, highlighted three main obstacles hindering consumption among Chinese residents: 'inability, unwillingness, and restricted ability to consume'. He emphasized the importance of implementing tailored policies to stimulate consumption based on these categories. Specifically, Zhang noted that car purchase quotas belong to the category of 'restricted ability to consume' and proposed releasing consumption potential by dismantling unjustified restrictions, particularly through further easing car purchase quotas. This approach would not only provide immediate benefits but also be warmly received by consumers.

Wang Du, Vice President of the China Automobile Dealers Association, further suggested that a comprehensive abolishment of purchase quotas could initially be trialed in select cities. To mitigate potential traffic congestion, these cities could adopt intelligent traffic demand management systems and implement dynamic pricing mechanisms. Additionally, a sustainable funding loop for traffic management should be established to support public transportation, as well as infrastructure construction and maintenance. Once successful, this model could then be expanded to other cities.
