On October 30, the National Development and Reform Commission (NDRC) and other departments issued the Guiding Opinions on Strengthening the Construction of Consumption Infrastructure and Promoting Positive Interaction Between Consumption and Investment, aimed at coordinating the advancement of charging facility construction. Newly built, expanded, and reconstructed parking lots are required to install charging facilities or reserve the necessary conditions in accordance with relevant standards. Underground garages should plan dedicated charging zones equipped with safety facilities such as fire compartmentation, automatic fire extinguishing systems, and high-temperature alarms. Supporting parking lots in commercial districts, complexes, scenic areas, and similar locations may be equipped with high-power charging facilities. The coverage of battery charging and swapping facilities for electric heavy-duty trucks should be expanded in an orderly manner along busy freight corridors of expressways. The construction and renovation of charging facilities and supporting power grids in rural areas should be strengthened. Social capital participation in construction and operation should be supported.
