On October 10, the National Development and Reform Commission opened the floor for public feedback on the "Administrative Measures for the Standardized Management of Automotive Parts Remanufacturing (Draft for Public Comment)". The draft stipulates that when remanufacturing companies source engines, steering gears, transmissions, front and rear axles, and frames (collectively known as the 'five major assemblies') from recycling and dismantling firms, the types of recycled parts must align with those that their own companies are authorized to remanufacture. It is strictly forbidden to repurpose exhaust after-treatment devices for remanufacturing purposes. Should key emission control components be earmarked for remanufacturing, they must adhere to national emission control standards. Remanufacturing companies are required to utilize the acquired 'five major assemblies' for their own remanufacturing processes or sell them to other companies that have obtained remanufacturing quality management system certification, ensuring compliance with national regulations for recycling. If the conditions for remanufacturing are not met, these assemblies should be disposed of as waste materials and sold to smelting or crushing enterprises. Concurrently, recycling and dismantling firms are encouraged to channel the 'five major assemblies' towards certified remanufacturing enterprises.
