The circular directs local industry and information technology authorities to orchestrate a thorough self-inspection and self-correction drive among pivotal road motor vehicle manufacturers under their purview. These manufacturers are tasked with scrutinizing their production processes for adherence to consistency, reliability, durability, as well as the testing and validation of emerging technologies, both within their own operations and among their principal component suppliers. This examination should align with the stipulations of access management and focus on critical rectification areas. Furthermore, they are urged to implement earnest corrective measures, fortify supply chain oversight, and augment their capacity to maintain production consistency. Enterprises are required to submit their self-inspection and self-correction statuses to the relevant authorities prior to the conclusion of December 2026. Should any defects be identified in their products, firms are obligated to promptly submit a recall proposal to the State Administration for Market Regulation and proactively commence recall procedures. Concurrently, local regulatory bodies are tasked with upholding their jurisdictional duties, encouraging enterprises to intensify the testing and validation of innovative automotive product designs, comprehensively evaluate safety hazards, and foster the judicious integration of novel technologies.
