This strategic blueprint advocates for bolstering research and development in foundational technologies, aiming to surmount core technological hurdles such as integrated sensing capabilities, autonomous driving decision-making processes, and precision vehicle control mechanisms, thereby bridging existing technological gaps.

With a particular focus on intelligent connected systems, the plan underscores the significance of advancing pivotal software and hardware components, including intelligent cockpits, operating systems, and in-vehicle terminals, to fortify the industry's foundational structure. Concurrently, it champions the seamless integration of artificial intelligence technologies into vehicle R&D processes, empowering automotive enterprises to expedite the innovation and mass production of intelligent connected vehicles at Level 3 and beyond.
