These departments mandate that each pilot city devise reform strategies tailored to its unique industrial, market, and resource landscape, with a focus on eliminating irrational barriers in vehicle circulation and consumption. The overarching aim is to cultivate innovative scenarios, business formats, and models, while fostering integrated growth across commerce, tourism, culture, sports, and health sectors. Concurrently, nine departments, again including the Ministry of Commerce, have released a notice aimed at nurturing and expanding consumption within the automotive aftermarket.
