On March 5, Zhou Yanfang, a deputy to the National People's Congress (NPC) and Director of the Strategic Research Center at China Pacific Insurance (Group) Co., Ltd., put forward suggestions aimed at propelling the high-quality development of new energy vehicle insurance in China. She highlighted that, with the ongoing expansion of the new energy vehicle market and the pervasive integration of intelligent technologies, current insurance models are encountering significant hurdles. This situation calls for comprehensive reforms spanning various facets, including regulatory frameworks, data management, and technical standards.

Zhou Yanfang specifically recommended the establishment of national-level standards and a platform for the sharing of intelligent driving data. Under the leadership of financial regulatory authorities, these initiatives would entail collaboration with industry participants to devise China's safety standards for intelligent driving. Moreover, a national-level platform for data exchange between the intelligent driving and insurance sectors would be created. This move is designed to dismantle information barriers among automakers, insurers, and testing institutions, thereby forming a reliable data loop that encompasses the entire lifecycle of vehicles.

Furthermore, she emphasized the urgency of expediting the revision and enhancement of laws and regulations pertinent to intelligent driving. This includes initiating prompt amendments to the Road Traffic Safety Law and the Insurance Law, with the aim of clarifying liability determination rules for traffic accidents occurring under Level 3 and higher intelligent driving modes.
