Recently, eight key departments—including the Ministry of Industry and Information Technology, the Cyberspace Administration of China, the National Development and Reform Commission, and the National Data Administration—have jointly issued the "Guidelines for the Secure Outbound Transmission of Automotive Data (2026 Edition)". These guidelines are designed to create a streamlined, efficient, and secure framework for the cross-border transmission of automotive data. They aim to simplify the process of data outbound transfers while fostering a positive interplay between high-quality development and robust security measures within the automotive sector.
The guidelines elucidate the management protocols and eligibility criteria for outbound automotive data activities. They introduce nine categories of exemption scenarios, refine the criteria for identifying critical data, and outline the procedural requirements for security assessments of data outbound transfers, the execution of standardized contracts for personal information outbound transfers, and certification procedures. Additionally, they establish stringent protection standards in areas such as management systems, technical safeguards, log management, and emergency response. These measures are intended to guide enterprises in conducting data outbound activities in a standardized and secure manner, thereby elevating the overall level of security protection for automotive data.
