On January 16, six departments, including the Ministry of Industry and Information Technology, jointly released the "Interim Measures for the Management of Recycling and Comprehensive Utilization of Spent Power Batteries from New Energy Vehicles." These measures are set to officially take effect on April 1, 2026. Focusing on the entire lifecycle of power batteries, the new rules propose the creation of a national traceability information platform specifically for electric vehicle power batteries. They also call for the implementation of a digital ID management system for these batteries, clearly defining coding and information reporting requirements. Leveraging digital technologies, the measures aim to bolster flow monitoring.
Additionally, administrative penalties, including orders to rectify, warnings, and fines, have been established for violations such as failing to deliver spent batteries as mandated, neglecting recycling responsibilities, and breaching coding and information reporting standards. The entities responsible for enforcing these penalties have also been specified to strengthen the regulations' enforceability. Industry experts view the introduction of these management measures as timely, predicting that they will effectively regulate the conduct of all stakeholders involved in the recycling and reuse of power batteries through legal channels.
