Recently, the Policy and Economics Research Institute, in collaboration with the Artificial Intelligence and Economic and Social Research Center at the China Academy of Information and Communications Technology, jointly issued a specialized report titled Strategic and Policy Insights into Autonomous Driving (2025). The report highlights that in 2025, the global progression of autonomous driving will gain momentum, marked by substantial advancements in perception, prediction, and end-to-end algorithms at the technological frontier. There will be enhanced capabilities of critical components, a wider array of application scenarios, an accelerated scaling of Level 4 autonomous driving technologies, and Robotaxi services nearing a pivotal breakthrough.
In China, a number of standout companies have risen to prominence. Luobo Kuaipao, for instance, has been deployed in 22 cities across the globe, facilitating over 17 million rides and rapidly expanding its overseas footprint. Both China and the United States are at the forefront of driving the autonomous driving industry forward, establishing a comprehensive 'technology-industry-scenario-regulation' quartet model. Looking ahead, autonomous driving is poised to make a crucial transition from being technology-driven to being propelled by scaled commercialization. Application scenarios will expand, becoming more extensive, intensive, and cost-effective, while the policy and regulatory landscape will continue to evolve and refine.
