On December 31, 2025, the Hainan Provincial Department of Commerce unveiled the "Detailed Implementation Rules for the 2026 Subsidy Program for Trading Old Cars in for New Ones in Hainan Province." These rules are set to take effect from January 1, 2026. According to the stipulations outlined in the rules, individual consumers who opt to scrap qualifying old vehicles and purchase new ones are eligible to apply for a one-time subsidy.
The subsidy is divided into two categories: scrapping and upgrading, and trade-in upgrading. For the scrapping and upgrading route, the maximum subsidy amount stands at 20,000 yuan, whereas for trade-in upgrading, it is capped at 15,000 yuan.
Specifically, under the scrapping and upgrading option, consumers who scrap their old vehicles and buy new energy passenger vehicles will be entitled to a subsidy equivalent to 12% of the new vehicle's sales price, with the maximum subsidy not exceeding 20,000 yuan. On the other hand, those who scrap fuel-powered passenger vehicles and choose to purchase fuel-powered passenger vehicles with a displacement of 2.0 liters or less will receive a subsidy equal to 10% of the new vehicle's sales price, up to a maximum of 15,000 yuan.
For the trade-in upgrading route, consumers trading in their old vehicles for new energy passenger vehicles will get a subsidy equivalent to 8% of the new vehicle's sales price, with the upper limit set at 15,000 yuan. Meanwhile, those who trade in their old vehicles for fuel-powered passenger vehicles will be eligible for a subsidy equal to 6% of the new vehicle's sales price, with the maximum subsidy amounting to 13,000 yuan.
It is important to note that each individual consumer can only opt for either the scrapping and upgrading subsidy or the trade-in upgrading subsidy across the country. They are not permitted to receive both types of subsidies simultaneously.
