Recently, the German Automotive Industry Association (VDA) has put forward a proposal to implement a "mandatory charging requirement" for plug-in hybrid electric vehicles (PHEVs). Under this proposal, if PHEV owners predominantly rely on the fuel engine over an extended period without charging the battery, the vehicle's system may automatically curtail its power output. VDA President Hildegard Müller emphasized that, in real-world usage, numerous PHEV models are seldom operated in electric mode, leading to carbon dioxide emissions nearly on par with those of conventional fuel-powered vehicles. Environmental group research indicates that the actual emissions of PHEVs are nearly fivefold higher than the figures reported in official tests. The primary objective of this proposal is to encourage more frequent electric driving and subsequently lower emissions. Should this proposal be adopted, future PHEV owners will bear increased responsibilities, encompassing regular battery charging and acceptance of potential vehicle system limitations.
