On September 26, 2025, the Ministry of Commerce, along with three other governmental departments, jointly released an official notice. In a strategic move to foster the sound progression of new energy vehicle (NEV) trade, and in strict adherence to the "Foreign Trade Law of the People's Republic of China," it has been determined that a mandatory export license system will be instituted for all-electric passenger vehicles (defined as passenger cars solely powered by a driving motor, bearing a Vehicle Identification Number (VIN), and classified under the customs commodity code 8703801090). This new regulation will take effect from January 1, 2026. The criteria and procedures for enterprises to apply for these licenses will align with those outlined in the relevant notice issued in 2012. Additionally, customs inspections will be conducted based on the prevailing catalogue of import and export commodities, ensuring a streamlined and compliant trade environment.
