The four relevant departments have jointly decided to introduce export license management measures for pure electric passenger cars. This policy will also encompass other manned vehicles that are exclusively powered by driving electric motors and bear a Vehicle Identification Number (VIN code), corresponding to the Customs commodity code 8703801090. Enterprises seeking export qualifications are required to strictly comply with the stipulations outlined in the "Notice on Further Standardizing the Export Order of Automobile and Motorcycle Products." Customs authorities will carry out inspections in line with the currently valid Import and Export Commodity Inspection Catalog. This announcement will officially take effect on January 1, 2026.
