On August 13, the State Administration for Market Regulation (SAMR) and the Ministry of Industry and Information Technology jointly released a draft for public consultation on the recall of intelligent and connected new energy vehicles, the supervision and management of production consistency, and the promotion of standardization. The draft emphasizes that SAMR will scrutinize safety issues stemming from defects in safety warnings, user manuals, network attacks, threats, and vulnerabilities. When necessary, it will mandate enterprises to recall affected products for improvements. Enterprises are strictly prohibited from deliberately disabling driver monitoring, warning, and handling functions through user actions or system logic. Furthermore, SAMR will undertake special investigations into instances of inadequate driver monitoring, warning, and handling functions, potentially incorporating these findings into defect analysis and investigation processes.
