The Ministry of Commerce, the General Administration of Customs, and the Equipment Development Department of the Central Military Commission have jointly released a notice to refine and modify the export control measures pertaining to drone-related products. This notice explicitly delineates the specific categories of unmanned aerial vehicle-related items that are subject to export restrictions without prior authorization. These items encompass autopilot systems, associated technologies, drones and airships that meet specific performance criteria, supporting engines, radio communication equipment, pertinent components, as well as the corresponding software and technologies.

Export operators are mandated to apply for export permits from the relevant commerce authorities in compliance with regulatory requirements and provide accurate and truthful information to customs officials. Export operators who meet the eligibility criteria may benefit from streamlined procedures, such as self-registration for export purposes and the utilization of general permits. Any violations of these regulations will be met with legal penalties.

The notice is set to come into effect on November 18, 2026. Concurrently, the 'Export Control List of Dual-Use Items of the People's Republic of China' will undergo necessary updates to align with these new measures.
