In 2026, the smartphone industry presents a complex landscape: On one hand, AI smartphone shipments in the Chinese market account for over half of the total; on the other hand, driven by rising memory chip prices, manufacturers such as Huawei, Xiaomi, and Honor have raised prices across their model lineups. However, the actual user adoption rate of AI features remains low, with the core issue lying in lagging ecosystem development—AI has yet to be deeply integrated into users' task workflows. Within the industry, a clear divide has emerged regarding how intelligent agents interact with third-party applications. Previously, manufacturers like Honor simulated GUI interactions through "Accessibility Service" permissions but were forced to shift toward rule-based approaches due to security risks. Since December 2025, relevant regulations have accelerated, ranging from industry guidelines to mandatory national standards, with the judicial system also endorsing the "dual authorization" principle. AI smartphones have now begun mass production within this regulatory framework. Under the "dual authorization" consensus, two authorization models have emerged: opt-in and opt-out, representing a competition over ecosystem rules. Doubao adopts a system-level opt-out approach, while Xiaomi prioritizes structured interfaces with an opt-in strategy. OPPO and Vivo follow more complex paths, whereas Apple and Google exemplify classic opt-in models. Experts argue that while SAEP holds Demonstration significance (demonstrative significance), certain arrangements require further discussion. High-risk domains may mandate opt-in modes, while low-risk areas could permit limited opt-out options. Over the past year, institutional documentation has established a three-tier governance framework covering identity, behavior, and accountability layers, elevating AI smartphones to regulated financial-grade infrastructure—a prerequisite for large-scale innovation. In the short term, AI smartphones will adopt hybrid authorization and tiered governance models; in the medium term, standardized interfaces will dominate, evolving AI smartphones into "task agents"; in the long term, native operating systems for intelligent agents will emerge, with application forms shifting toward capability components. Manufacturers with strong ecosystem governance capabilities will stand out. The key to the second half of the AI smartphone race lies in finding sustainable ecological collaboration models within institutional frameworks, enabling AI to truly integrate into users' task workflows.
