Microsoft recently responded to feedback from Windows 11 users regarding update issues: the update packages download quickly, but the system gets stuck on the 'spinning circle' interface for an extended period during the restart and installation process. Microsoft explained that this is expected behavior designed to improve update success rates, as the system is installing Secure Boot 2023 certificates to replace the older certificates issued in 2011 (which will expire in June 2026). Affected devices will first complete regular updates, then separately perform the certificate update and trigger an additional restart. The entire process may take more than 20 minutes. Microsoft emphasized that this is a one-time operation, and subsequent updates will return to the normal single-restart process once completed.
