Beginning on February 1, Shanghai is set to officially roll out the 'Five-One' system for low-altitude flight safety supervision and assurance. This system, which has been jointly developed by several key departments—including the Shanghai Municipal Transportation Commission, the Municipal Public Security Bureau, the Municipal Data Bureau, and the Airport Group—along with a series of accompanying measures, will come into effect.

Under this new framework, micro, light, and small drones will no longer be required to undergo a declaration process when flying in suitable airspace. However, drones operating in controlled airspace will still need to obtain approval from the relevant air traffic management authorities.

Moreover, the Expo Cultural Park, Century Park, and Shanghai Botanical Garden have been earmarked as dedicated flight experience zones for public consumer-grade drones, providing enthusiasts with a safe and regulated environment to enjoy their flying experiences.
