On December 8, 2025, the CPC Guangdong Provincial Committee unveiled a proposal outlining the formulation of the 15th Five-Year Plan for National Economic and Social Development in Guangdong Province. This proposal underscores the strategic importance of harnessing the potential of high-frequency, cost-effective, highly reliable, and versatile low-altitude air travel as a catalyst for deepening reforms. It advocates for the liberation of airspace resources, the enhancement of regulatory frameworks, standards, and airworthiness certification processes, and the cultivation of a burgeoning low-altitude economic sector.
The proposal delineates three pivotal missions: firstly, the establishment of a comprehensive low-altitude flight infrastructure network and intelligent connectivity systems spanning the entire province; secondly, the promotion of the low-altitude aircraft manufacturing industry; and thirdly, a focused approach on urban logistics and cross-Pearl River Delta operations, with the regularization of low-altitude flights.
