This plan designates Jinan and Qingdao as twin hubs, emphasizing the comprehensive coverage of low-altitude communication networks at takeoff and landing zones, and propelling the development of low-altitude information infrastructure that seamlessly blends communication, navigation, and surveillance functionalities. The plan delineates nine pivotal tasks, encompassing the augmentation of low-altitude communication network reach and the establishment of precise navigation and positioning prowess.
The plan advocates for the construction of an intelligent UAV logistics framework, urging cities like Jinan, Qingdao, Dongying, Yantai, Linyi, and Binzhou to spearhead the launch of UAV B2B and B2C logistics delivery channels. It also entails the deployment of the 5G-A network essential for 'trunk-branch-end' UAV delivery operations, delving into innovative intelligent logistics paradigms such as 'UAV + autonomous vehicle + automated warehouse,' and fostering widespread adoption of UAV delivery in burgeoning settings, including urban centers, rural landscapes, mountainous terrains, and islands.
The plan sets forth ambitious goals: achieving uninterrupted coverage of pivotal routes in Jinan and Qingdao's urban expanses by the close of 2026; attaining uninterrupted coverage across the entirety of Jinan and Qingdao, along with uninterrupted coverage of key routes in the remaining 14 cities throughout the province, by the end of 2027; securing uninterrupted coverage of the low-altitude communication network across the entire expanse of Shandong Province and enabling full-scenario interoperability of manned UAV routes by the conclusion of 2030; and constructing, by 2035, a sophisticated, fully-encompassing, highly dependable, and ultra-secure digital infrastructure for low-altitude communication networks that amalgamates 'air-space-ground integration and communication-sensing-computing-intelligence convergence'.
