The city of Toyooka in Aichi Prefecture, Japan, has announced plans to submit a draft of the "Ordinance for Promoting the Appropriate Use of Smartphones and Other Devices" to the city council on August 25th. This regulation stipulates that, with the exception of work and study, the daily usage of smartphones, tablets, and similar devices should not exceed two hours. Furthermore, minors under the age of 18 are prohibited from using these devices after 10 PM. This marks the first regulation of its kind in Japan, aimed at addressing the growing issue of children becoming reluctant to attend school due to smartphone addiction within the city. The ordinance also mandates that guardians take responsibility for managing their children's mobile phone usage and establishing clear usage rules within the household.
