The General Office of the Hainan Provincial Government has unveiled the "Three-Year Action Plan for Accelerating the Construction of a Modern Industrial System in Hainan Province (2025-2027)" with ambitious targets. By 2027, it envisions that the four leading industries will contribute approximately 70% to the province's GDP, reinforcing its commitment to high-quality economic development. The plan underscores the continued promotion of the International Tourism Consumption Center, aiming to unleash the full potential of tourism consumption. Furthermore, it emphasizes the accelerated integration of the productive service industry with advanced manufacturing, alongside the upgrading of the consumer service industry towards high quality and diversification. The proportion of the modern service industry in GDP is set to approach 30%.

Simultaneously, the plan envisions a deep integration of scientific and technological innovation with industrial innovation. Hainan aims to achieve an R&D investment intensity of 1.8%, with the proportion of high-tech industries in GDP exceeding 17%. Additionally, the plan promotes a coordinated development pattern for tropical, characteristic, and efficient agriculture, ensuring that the added value of the entire agricultural characteristic leading industries' value chain grows at an average annual rate exceeding 5%.
