The General Office of the Hainan Provincial Government has unveiled the "Three-Year Action Plan for Speeding Up the Development of a Modern Industrial System in Hainan Province (2025-2027)," which underscores the urgent need to foster a comprehensive commercial aerospace industry chain. Central to this plan is the development of Wenchang International Aerospace City as a hub for aerospace clustering, aiming to establish an aerospace science and technology innovation hub, bolster the advancement of rockets, satellites, and data chains, and enhance the core competencies of commercial aerospace launch sites. The plan also calls for accelerating the second phase of the project and its supporting infrastructure.

Furthermore, the province will drive the construction of satellite super factories, initiate pivotal projects such as the satellite component manufacturing center and the rocket section manufacturing center, and actively attract commercial aerospace enterprises to facilitate the integration of satellites, rockets, and launch sites. Leveraging innovation platforms like the Hainan Satellite Data and Application Research Center and the Hainan Aerospace Technology Innovation Center, Hainan Province will engage in technological research and the application of research outcomes.

It is anticipated that by 2027, the operating revenue of the aerospace industry cluster in Wenchang International Aerospace City will soar to 10 billion yuan.
