On July 2, the Yunnan Provincial Communications Administration, in collaboration with 13 other departments, announced the "Enhanced Implementation Plan for Yunnan's 5G Large-scale Application 'Sailing' Initiative (2025-2027)." This ambitious plan outlines several key objectives: By the end of 2027, Yunnan aims to achieve a 5G individual user penetration rate exceeding 85%, with 5G network traffic accounting for over 75% of total network traffic. Furthermore, 5G application adoption in large and medium-sized industrial enterprises should reach 45%, with the total number of 5G applications in the province surpassing 2,000. The plan also stipulates that there will be 38 5G base stations per 10,000 people, ensuring that 95% of natural villages with 20 or more households have access to 5G networks, and maintaining a 5G network camping ratio above 85%. Additionally, the initiative envisions the establishment of over 2,000 5G industry virtual private networks, fostering a new digital infrastructure that seamlessly integrates "communication, sensing, computing, and intelligence."
