Apple has announced significant adjustments to the linking policies and fee structure of its App Store in the European Union (EU) to align with the EU's Digital Markets Act (DMA). These changes will enable developers to offer non-App Store purchase options and discounts on digital goods, both within and outside their apps, via web views or native experiences. To avail of these offers, apps will be required to accept new business terms, including an initial acquisition fee, a store service fee, and a Core Technology Commission (CTC).

Starting in 2026, Apple will introduce a unified business model in the EU: Apps utilizing external purchase links will be subject to a percentage-based CTC and store service fee, whereas apps that merely reference external offers without actionable links will incur lower fees. Developers must report external transactions to Apple through an API for accurate commission calculations and will be prohibited from offering both in-app purchases via the App Store and alternative payment methods within the same app.
