The Ministry of Water Resources has meticulously deliberated on the proposal for fostering inter-provincial water rights trading within the Yellow River Basin. The focus lies in enhancing the initial allocation of water rights, strengthening water resource monitoring, and refining the trading market system, thereby ensuring clarity in ownership, delineating precise rights and responsibilities, and establishing effective oversight. Concurrently, the Ministry will orchestrate the entire transaction chain, refine relevant measures, and implement a negative list management approach to safeguard water supply, food security, and ecological stability.
